That is the copy/paste menu in the XDA Labs app. I'm not sure whether it's a bug of the app or ROM but it wasn't a bug two-three builds ago. I'm not using any theme, it's the default Poco theme. Night mode in Developer options is turned to Automatic. The build was a clean install from wiped phone.
