No. You could try the chinese version of Mi PC Suite in fastboot. That usually will offer you in chinese to install a Global/China stable ROM. Then you can start again by unlocking.

Did you have an unlock pattern on the previous version? Otherwise just try a lot of passwords and then reboot. Phone will factory reset.

GPS is quitting its function when screen is off. This is mostly noticable when using a sportsapp like Endomondo (or Runkeeper or other apps that use GPS). When GPS signal is found, the app registers the location just fine. But after about 3.5 ~ 4 minutes (screen off) the device stops recording...
