Unlock bootloader without sim card

Hi Everyone, I have recently update my MI 6 from MIUI 10 to MIUI 11. Since this update, I am not able to activate neither WIFI neither MOBILE DATA. I would like to downgrade to MIUI10. But I am not able to unlock bootloader as it always ask for the sim card. Would you have any idea please ...
