No. even of it is get locked. you can easily unlock it using unlocker tool. no need to get approvals again. unlock permissions attached with your MIUI account permanently -

You are using either TWRP for 7.0 with 5.1 ROM or TWRP for 5.1 with 7.0 ROM you can't flash older version of TWRP after flashing 7.0 ROM. don't you read font page ? -

TWRP version not supported one. either you mess up with TWRP for7.0 one with 5.1 rom or TWRP for 5.1 with 7.0 rom -
