I think what @deepblue2000 is aiming at is that there is another menu entry under developer options titled "MI unlock status" where you need to activate the unlock device-side before doing so PC/server side with the PC tool.... this is additional to "OEM unlocking" you mentioned, but maybe this...

The number of hours remaining should be shown in the unlock tool, the usual unlock time is 168 hours - which is 7 full days.... so "almost a week" is apparently too short ;) Oh, and you cannot flash any other ROM with the bootloader locked !

Can you restart the device when in fastboot by (very) long pressing of the power button and then, directly after boot up, try again the button combo to get into recovery ? If this doesn't work: what happens if you flash again via Miflash and check "erase device" ?
