It is perfectly normal behaviour since in Nougat, Xiaomi enabled MPDecision for CPU so you have only two .LITTLE cores active and it wakes up the .big cores only when needed for powersaving.

In a situation like that I would make a fastboot flash with MiFlash of a Global Developer from en.miui.com, and see if the issue presents itself again.

Go back to stock launcher, change the wallpapers that you want then go back to Nova. Custom Launchers have issues.
