That's the exact the MiOne problem! We solved it just moved 'fat' apps from /system/app to /data/media/preinstall_apps/

The old problem - mione_plus: files data\media\preinstall_apps\FileExplorer.apk data\media\preinstall_apps\MiuiGallery.apk data\media\preinstall_apps\Music.apk must be signed in order to replace the original one and original apks should be deleted via an update script.

Xiaomi MiOne language pack has problems (damned phone indeed) - data\media\preinstall_apps\*.apk files should be signed. Uff, tired a bit.... After got LG Nexus 4 with all possible languages- xiaomi multilanguage support is like a nightmare :)

Multilang version of MMS fix is pretty good - users from others MIUI fan sites can use it too.
