It went away after upgrading play services again. So far compass is still working on play services 23.06.17(190400) after a few hours and multiple relaunches but I imagine it'll break after a reboot.

Stable 14 had the delayed notification issues. If you want the least problems without having to trouble shoot anything then go back to stock.

I did have to retoggle the Wireless display toggle from on to off then back to on because it wouldn't connect the first time. After that it works fine. Casting seems to work fine as well.

You don't understand how that menu works. You reboot the system after the update installs without changing slots as Gogocar62 showed. We don't understand what your issue is. You install the update, and then you reboot system.
