Surprised that you have not received 11.0.3 upgrade via OTA. I got mine about a week after first receiving the phone. In any case I have since "downgraded" to the 11.0.2 Xiaomi.eu stable release, which is a lot "cleaner" than stock.

Yes, the RN9P-EU seems to have fallen into a void between MIUI 11 stable and MIUI 12 betas which don't exist yet. We need some positive news!

This particular gesture has always been flaky in MIUI 12, especially on stock. In my experience, however, it seems to improve with each new weekly beta. I don't think that this issue has anything to do with Nova. RN7P & RN9P EU

The Note 9 Pro Global, as shipped by (Ali) Express, has MIUI v11.0.1.0 (QJZEUXM) pre-installed. Interesting, that although it was advertised as Global, it seems to have a European region ROM. No complaints from me though, as I am in the UK. All we need now is TWRP and a stream of weekly...

Maybe your extSD is screwed? It all works perfectly on my RN7P. Try moving them with a file explorer instead, like FX.
