Its not a bug, from what i read in the miui forum, it has something to do with comercial rights in europe. But when we change to a non european country the app auto appears.
Hi, i instal/update the rom from twrp and i i dt need to recover/reconfigure anything.
What i do is wipe dalviD/art and cache. Next i install the new rom and when its finished i clear again both Dalvik/art and cache, reboot and its ready to go.
I typed wrong its Lasyflasher, not Lasyflaher.
If you google Lasyflasher for redmi note 4, the first result is from xda and it mentions that problem of bootloop.
Then search for Lasyflaher, download it, and put it on the SD card.
Then flash the rom again, and flash the Lasyflaher, wipe chache and dalvik.
And it should boot.
Hi, that problem also happened to me.
What i did different was that after flashing the rom i flashed Lasyflaher (just Google it) and it worked ok.

Hi, first you need to unlock your bootloader and install twrp.
The codename for your phone is nikel (i think) if you go to the download section you have a list of the devices and their codename, you can also have access to the stable and weekly roms
