Install TWRP with fastboot than flash your custom ROM with
twrp than flash superus zip with twrp .Now You have rooted custom ROM (you can find all tuto's on this forum)After update or downgrade you have to flash supersu again for root!
I would leave settings as is and flash latest stable eu.rom or weekly (7.23), no battery problems for me on these roms, no need to disable simlock2 its ready for SD-card just put it in, it works.Also you have to flash superuser again after each rom up- or down-grade or you loose root. I didn't...

Looks like your OS is faulty or no rom installed,Maybe you can try to reboot in flashboot and install TWRP recovery , once you have the recovery you can flash any rom, please read the tread about twrp with flahsboot on XDA redmi pro...
