It is a thing. I observed it since last week's update. More pronounced when using 144hz and 60hz refresh. If using 90hz Google Discover is more fluid.
Also things get better in performance mode.
To solve this I manually overwrite SecurityCenter app with the one in MIUI7 6.5.26.
I used FX Explorer for that, but any root explorer would work. You can find te app in the ROM zip file. Just go to system->priv-app, copy the folder from rom zip and then go in your root->system->priv-app, mount...
Same permission error for Aliexpress app too.
This is not Miui8 new bug, the same problem was on Miui7 MM China dev.
On miui7 MM by Xiaomi.eu the permission app was changed or modified so the later worked best.

For example Antutu doesn't ask for permissions, but needs them. When trying to activate them from Permission manager they aren't there, but they should.

Thanks for clearing that up. Some phones with custom kernels can have the option to change the values of the current used by the power IC to draw from the charger. If that is not the case here than any charger with higher current intensity will do.
Never charge the phone with more than 1 Amper, unless you're sure the phone can take it. The redmi note 4g can handle 2A, redmi note 3g only 1A, so very similar phones, different power ratings. You may find this by looking on your wall charger.
