You can check your phone as shown there: If your phone is unlocked, than you can flash custom recovery (twrp maybe), and than you can install any rom.

Maybe your phone is sold unlocked? As I see, china (international) version is sold with unlocked bootloader, which remain unlocked when flashing fastboot rom.

On my redmi 3, updater app it's not working in this version, and also not working in previous version. I must update via twrp.

On redmi 3: seems battery life is better, and less free memory (latest weekly xiaomi.eu version 1.2 gb free, now under 1 gb). Overall expresion: more fluid working. No more ultimate battery saving, just 2 scenarios - more or less saving (more seems like ultimate- kills all apps).

What if simply type: fastboot reboot recovery or try to start phone with volume up+power?

Have you start phone in fastboot mode (shutdown, than press volume down+power button, wait before bunny with fastboot text is shown)? And of course - did your computer recognise your phone? Maybe problems with windows drivers...

If you have unlocked bootloader and custom recovery installed. But as I know, you can't have unlocked bootloader on official stable version.

The easiest way: wipe all except external sd, than reboot to recovery and install xiaomi.eu. Of course that this will erase all your data - make backup first and put it to external sd.
