Xiaomi just released the Global ROM today, and I have it installed on my Chinese Xiaomi 14 Ultra. Everything works like a charm, even though there is hardware difference like battery capacity etc.

The battery and performance app on China rom disconnect FCM once you lock your phone. You can try install an EU rom one to get FCM connected even when you lock it. Try search it on apk mirror. It should be named like 'com.miui.powerkeeper_4.2.00.apk'

Then I guess that Xiaomi 14 Ultra ROM will also be based on CHINA ROM, right?

They are system apps. Only update-able with system update.
